Hazard Mitigation Plans

Resilience planners have developed FEMA-approved multi-jurisdictional and multi-hazard local government hazard mitigation plans and tribal hazard mitigation plans.

City, County and Regional Plans

Our experience includes working with private developers, cities, counties and regions developing Comprehensive Plans, Future Land Use Plans, Neighborhood Plans, Special Area Plans, and Redevelopment Plans.

Having worked with private developers and local governments, we understand both points of view and have earned a strong track record of success.

Zoning and Development Regulations

These services include a range of projects including:

Developing new zoning regulations or completely overhaul existing regulations.
Other significant changes to existing regulations such as adding a planned unit development section. Examples of this work include amendments done for cities and counties and work completed for developer clients to facilitate approval of their proposed projects.

Consolidating existing regulations into a Unified Development Code.
Updating existing zoning regulations to address new uses or to ensure consistency with other adopted plans or regulations.
Zoning Overlays for redevelopment districts, special roadway corridors, floodplains, landslide areas and other hazard threats addressed in a Hazard Mitigation Plan.

Community Outreach

Community outreach and engagement, a critical element of our projects, includes both our established in-person and virtual online engagement techniques.

Corridor Studies

Our corridor studies have supported highway planning, environmental impact statements related to arterial expansion. corridor design and eminent domain procedures.

Expert Testimony

Carron Day has provided expert witness testified for hundreds of development entitlement applications' administrative hearings. Usually those appearances have been related to her projects. On occasion, she has been engaged to testify in support of significant local government projects or to assist other consulting firms.

She has testified in eminent domain cases for local government highway departments and regional water management districts. In major real estate valuation cases she has provided expert witness testimony in district courts.
